Tier 3 — Sentinel Compact

Seven written guarantees. Not a proposal. A compact.

The Sentinel Compact is a documented accountability framework that defines — in writing — exactly what your district will receive, how success will be measured, and what happens if the commitments are not met. For districts that want measurable engagement terms, not vendor assurances.

Why It Exists

Districts have been burned by consultants who promised outcomes and delivered activity.

School safety consulting is a crowded field. Most vendors lead with credentials, offer compelling proposals, and use words like "comprehensive," "turnkey," and "research-based" without defining what any of those terms mean in measurable terms.

Districts write checks. Staff attend sessions. Reports get filed. And when something happens the following year, no one can point to a specific outcome that the training was designed to produce.

The Sentinel Compact changes that relationship. Seven specific, written commitments. Each one measurable. Each one tied to a defined deliverable and an accountability mechanism.

"If I cannot tell you exactly what you will have at the end of this engagement that you did not have at the beginning — in concrete, measurable terms — I should not be asking you to write the check."

— Michael Peck, Founder, High Impact Programs

What the Compact Is Not

  • It is not a satisfaction guarantee
  • It is not a performance bond
  • It is not a warranty on the training
  • It is not a liability waiver

What It Is

  • A written commitment to specific, named deliverables
  • A defined measurement standard for each guarantee
  • A documented process for addressing shortfalls
  • A mutual accountability agreement signed by both parties
The Framework

The 7 Guarantees of the Sentinel Compact

Each guarantee is written in plain language, measurable, and tied to a specific deliverable or observable outcome. No interpretation required.

01

Delivery Guarantee

Every module, session, or deliverable specified in the engagement contract will be delivered on or before the date agreed upon in the master project schedule. If any deliverable is late due to factors within our control, we will deliver an additional session at no cost.

02

Content Accuracy Guarantee

All curriculum content will reflect current SRP protocol language, current NTAC threat assessment frameworks, and current IFC and Texas School Safety Center guidance as of the engagement start date. We will not deliver outdated protocol language.

03

Material Completeness Guarantee

Every participant in every delivered session will receive a complete physical workbook. No partial materials, no "we'll send it later," no shared copies. If workbooks are not ready on delivery day, the session is rescheduled at no cost to the district.

04

Staff Coverage Guarantee

If the engagement scope includes a full-staff training rollout, we guarantee that all contracted staff roles receive a session within the engagement timeline. If a group is missed due to factors within our control, we deliver that session at no additional cost.

05

Facilitator Readiness Guarantee

If the engagement includes an internal facilitator track, we guarantee that designated internal facilitators complete the training with a documented competency assessment. Any facilitator who does not reach the defined competency standard receives additional coaching at no cost.

06

Documentation Guarantee

Every deliverable document produced under this engagement — SOG, templates, AAR, workbooks — will meet the format, length, and content specifications agreed upon in the intake documentation. Documents that do not meet spec are revised without additional charge.

07

Post-Engagement Access Guarantee

For 12 months following engagement completion, your designated safety coordinator has direct phone and email access to Michael Peck for questions related to the curriculum, protocol interpretation, or exercise design. Response within one business day, guaranteed.

How It Works

The Compact is issued with every Core and Wrap-Around engagement.

1

Engagement Agreement

During discovery, we identify which tiers of the Sentinel Series apply to your district. The engagement contract documents the scope.

2

Compact Issuance

At contract signing, the Sentinel Compact is issued as a separate document listing each applicable guarantee — named, measurable, and signed.

3

Ongoing Review

The Compact serves as the review standard at each quarterly progress meeting. Any shortfall triggers the defined remediation process immediately.

4

Annual Renewal

Districts that renew for Year 2 receive an updated Compact reflecting the sustainment scope — including any new modules or consulting components.
